Eligibility depends on age requirements, income limits, local adoption by municipalities, and program rules managed by local assessor offices.

The 2026 State of the County address also highlighted several programs and initiatives that affect Putnam County residents.
County Debt Reduction
Putnam County reported continued progress in reducing long-term debt. County leadership stated that long-term debt is projected to decline by roughly 58 percent by the end of 2026. The county also maintains a strong AA1 bond rating from Moody’s, which helps the county borrow money for infrastructure projects at lower interest rates.
Sales Tax Agreement with Local Towns
Putnam County reached a new sales tax revenue-sharing agreement with towns and villages. Without this agreement, the county sales tax rate would have automatically dropped, potentially reducing county revenue by about $21 million per year. Instead, the agreement preserves the current sales tax rate while sharing roughly $2.3 million in revenue with local municipalities.
Expansion of Putnam On Demand Transportation
The county’s Putnam On Demand micro-transit service continues to expand. This program allows residents to schedule rides to locations such as Metro-North stations, medical appointments, shopping areas, and other county services. The county is studying expansion of this program to additional communities.
Community Paramedicine Program
Putnam County launched a countywide community paramedicine program designed to bring preventative healthcare services directly into residents’ homes. The program aims to reduce unnecessary emergency room visits and help residents receive care before medical situations become emergencies.
